3!!!! NOW IS THE TIME!!!
What I did was:
1) Never let him wear pants at home (my son was 2, at 3 yours may object)
2) Every one to two hours I would sit him on the toilette and wait a few minutes to see if anything happened.
3) I begged all the powers in the universe for patience
4) NO DIAPERS and pull ups at NIGHT only (my son was hip to the fact that they were pull on diapers).
GOOD LUCK!!!!

My little one is 2, and she has shown interest in going on the potty for some time now. Best tip I could give is repitition. Ask them if they have to go, if they say no, but you think it may be time, take them anyway. chances are they don't know yet.
My daycare worker, takes her after nap, before naps, after lunch, and snacktimes, before going outside.
Seems to be working. Also, my daughter has this enormous fascination with being naked, and we do allow this as long as she remembers to use the potty. If she has an accident, then she has to put a pull up on, and keep it on.

be consistant, your child is 3 not 13, so he will often need to be reminded of having to go. Take him in the bathroom and let him sit on the potty ( standing is a much more difficult task and will come with time).Praise him for doing a good job. Whether he goes or not, you have to praise him for trying.

okay my mom used this method on both me and my brother and it worked. firstly u gotta start by bringing ur kid to the potty every 3 hours or so. it will become a habit and kid's minds usually pick up things quickly when they are in a pattern. so ur kid will recognise this pattern and he will know that he always goes to potty every 3 hours. then slowly he'll understand when to go potty. it works trust me. it'll take some time but once he gets the hang of it, ta-da! good luck

My little boy is only 2 and he uses the potty sometimes but I have always let him go in the potty with me and with his daddy. I guess he just picked it up.

I suggest reading 'potty training in less than a day' I never followed through with trying to do it in one day but I used their techniques.

Sounds funny, but let him go to the bathroom with his father. He'll want to be just like daddy. I didn't potty train my son. He did it on his own, wanted to be like daddy! But if he starts doing it.. when he tells you he needs to go.. take him! If that doesn't work, let him sit in his pants when he pees them. He won't like the feeling and he'll stop. It sounds mean but it works!

get a bunch of potty books and read them to him.
Let him run around naked so that when he pees he understands the concept a little better.

Try going with him so he can see how to do it. Also have dad take him and show him how to make bubbles I know it sounds funny but he will want to try it.

If he goes in his pants beat him and then put him on the toilet. Keep beating if he does it wrong. He'll learn quickly.
