Well the pentium 4 is faster, but the Pentium D is a dual core. That means there are two processors stacked into one giving you better multitasking ability and faster performance in multithreaded applications. Since the speed difference isn't too big I'd recommend the Pentium D. It's better in the long run.

Depends on what you want, if you're primarily a gamer then the 3.02GHz. without a doubt. Pentium Ds are dual core and can handle a couple of tasks at once, say burning a DVD while encoding video(but that might be pushing it with the D)
Though the D seems a good option considering its selling price at the moment, but do note that no hyper-threading is offered and both cores are on the same die, kinda limits performance compared to AMDs X2s. If your 3.02 has hyper threading go for that, else a Pentium D will suit you fine.
Like I said it depends on what you want, for basic tasks only either works.
