Yes you should go talk to him. If you like him and are looking to form a relationship you should try to flirt with him, just don't be over powering and needy. Most guys really do like outgoing women, most are just to shy, or think there is some stigma that if you talk to a guy he will hate you. Also if the guy is shy himself just be expecting him to take some time to open up to you.

How old are you and how old is the man ? Sorry, but it makes a big difference. If there is a large age differnece, or you are still under the age of 18 .. I wouldn't touch the guy with a stick . Be careful out there . Good Luck ! :)
