your town's housing authority or call someone at the town hall and ask them if they can direct you better. your landlord has to be validated through someone, and you need to find out who that is. He can be fined if they are safety issues or breach of contract- in which case you may want to contact your attorney as well. Good luck!

If they are things that are a necessity for living like water pipes, heating unit, or something that poses as a health risk don't pay your rent to your landlord and put the money in escrow. This will get your landlords attention

It would be best to go to the landlord/tenant court. You can get all necessary information there as to what you need to do and what are your rights. After all, if things can not be settled between you and your landlord, that is where it would end up anyway. Good luck to you.

You can call the Housing Authority for you area and you could also file a claim with the health dept, they will send someone out and check and send out a violation notice and make them do repairs

Your local Housing Authority handles all legal process to get the law on your side, including holding payment on an Escrow until your claim (when valid) is settled.
