The first thing you might want to do is start designing a namecard, and giving out extras to people you know. You might get contacts for work from then on if you're lucky.

It would also be good to redesign your webpage a little, especially if you're selling photoshop skills, a lack of aesthetics in your webpage does not help in getting work.

thefwa.com is a good place to start. It may be about award winning web design, but they have website designs of personal portfolios. maybe that will give you some inspiration.

Contact existing small to medium setups of:
photographers, publishers, website. Demonstrate a wide portfolio. Go to established companies for job applications with a portfolio of your strongest work and limit yourself to narrow portfolio. Look to new companies in the neighbourhood and "free" magasines to advertise your work or make a contribution.
