how will we know we won, what has to happen?

We won't. It is a ploy to take away our rights by those who would like to. Terror is being used to describe just about anything the government wants to call terror. It has not been given a definite definition. The government is even calling drug use terrorism (narcoterrorism). So that tells me that it is government waging war against its own people, not just from radical islam extremists.

Anyway the same people are telling them how horrible we are as are telling us how horrible they are. They are rocking the boat to cause a war.

To win the war on terror, we must first understand what we are actually fighting. This is part of the continuing war between Eastern and Western Civilization for world dominance. It has been going on in various guises since the first Persian and Greek clashed about 3 millenia ago. The focal point now is between the west and Islam but I suspect a Chinese hand in all of this. The best solution I have to suppress the East for another generation or so is to shatter Islam as any kind of significant power in the world. The best way to achieve that is to hit Mecca and Medina with the dirtiest Nukes we can make so no one can even approach them for a good thousand years. (It would even be better to do it at the height of the Hajj.) Then we should also nuke the following: Damascus, Tehran, and Riyadh. Immediately after that we announce to the world in English, Arabic, Farsi, and a dozen or so other languages that Allah is a false moon god who cannot protect them. Their religion is dead. They should abandon 7th century Arabic culture and embrace the ideals of the west or face a fate similar to that of the five cities we have already blasted to Hell. I believe many would abandon Islam right away. There will always be hold outs and fanatics, but hey, that's why we have Marines and Special Ops forces. Once they are quelled, we can turn attention to the greatest threat from the East, Red China.

We can't. Bush actually eluded to this some time ago. Since the ongoing policy of radical Islam is the murder of infidels (you and me), until you change Islam, you will not "win" the war on terror. Neither Bush nor any other person can change Islam. The war on terror will be a continuous battle. All we can do is keep the upper hand. If we do that, we will be "winning", but as far as a decisive win that ends the whole thing, no worldy army or government will ever achieve it.

We will no more win a war on terror than a war on murder or a war on some other crime. You can reduce terror's influence through vigilance and cooperation in the intelligence and law enforcement fields and by not allowing a terror attack to deprive you of your freedoms or way of life.

You can't win a war on terror. Violence begets violence, everytime someone commits an atrocity against someone, the other side vows vengence and commits a greater atrocity. The only way we'll ever be without terrorist action is to embrace the world as a global society, and eliminate religion.

Unfortunately, the only way we are going to win this war is to completely erradicate the "enemy." The problem with that is, they don't wear uniforms, and hide among inoscent people (the cowards. We will only win when the rest of the Muslim world gets tired of their antics and help get rid of them. At the rate the terrorists are going (killing off other Muslims) that may not take too long.
