You need to figure that a suitcase would be x-rayed, so any materials in a secret compartment would instantly become visual in an x-ray. Paper items or printed photos on the other hand would be very difficult to detect. If there was a flash drive, or weapon or camera in a secret compartment, it would show up and the bag would be torn apart, which is why spy agencies conceal these items in other everyday object so that they would pass scrutiny.
