Red, blue, amber and green lights, rotating or flashing, on vehicles require a permit from the state DOT. Purple lights which are beginning to show up on hearses and funeral home vehicles do not need DOT permits. Horse-drawn or farm vehicles do not need permits. In NY the fine is substantial and if you use the light to try to pull someone over it is a misdemeanor offence.

Some bad advice in some posts

You can not use a color used by emegency services.

So the use of red or blue without a written permit would be illegal.

The use of yellow or white could be used as a warning light but I would ask why, since you are not an emergancy vechile and have no reason for one. If you are a tow truck or a utility vechile.

In most states, it is only the red revolving light beacon that would be illegal. Blue or yellow is okay. Don't know the particulars of your state laws, though.
