And why do you stop reading at middle-sentence?

If you take "honest" to mean "always telling the truth" and "dishonest" to mean "NEVER telling the truth", then the riddle wouldn't have any correct answer.

If I ask you "are you honest?" and you say no, it doesn't make you a complete liar, though. It's sufficient that you SOMETIMES don't tell the truth not to be considered honest. In this case, it doesn't matter what your answer to the other (i.e. the "external") question is, since I have no way to assess if you're telling the truth this time.

Honest people, however, will never be able to give a consistent answer. So in a mechanical world the criterion would be "the person is lying if and only if they're answering".

Of course, as your answers demonstrate, your reaction will depend on your logical skills. Man, I had to post it in three categories for someone to realize it's a riddle! Even in the riddle category...

It's hard to say who's honest and who's not. An honest person will tell you they're honest, but a dishonest person will lie and say they're honest too. If they admit to being dishonest, then they are liars because they are being honest about being dishonest. So, by telling the truth, they become liars again.

I'm honest with allies and dishonest with enemies.
Honesty is a tool used best to serve reality. My allies are concerned with reality. Lies are the best tools for war. People who lie are at war with themselves and others. And people who demand honesty all the time, are desperately trying to win that war.
