Also as they were mostly in countries which had snow in winter. They were places of refuge from the King's men or the local squire in the past.The snow would not build up therefore the spire, hence the church ,could still be spotted. Ditto for fog. A spire looming out of the mist or driving rain could only be that of a safe place to take refuge.

Personally, I think it is to show dominance. The church is the most expensive building in most places (and in the days they were built the most important one too), and to show it off they built it to be higher than other buildings. An easy way to make a building taller is to add a spire, as it is smaller than adding more floors, and so it is easier to make stay up.
