You are right, that is not what God said to do.

Repent and be baptised, in that order.

Salvation does not replace baptism. Following Jesus' command in baptism is something one does after they have accepted Christ as their Savior.

Romans 10:13 says call upon the name of the Lord and be saved. This verse doesn't mention baptism. I know what you are referring about.. Call on the Lord and be baptized.
But Romans 10:10 says ..."and with the mouth confession is made into salvation".
Baptism is an outward sign for the believer (saved) person.

Baptism has not replaced the sinner's prayer. The sinner's prayer is one of repentance to God for sins committed, whether in ignorance or on purpose in rebellion. A sinner that turns from his ways and follows God should be baptized to show his turning around and going from his ways to God's ways. Our ways are lying, cheating, stealing, immorality, murder, etc. God's ways are forgiveness, mercy, love, patience (esp in traffic!!) Baptism is symbolic of Jesus' death and resurrection and we do it to show we die to our old life and raise to a new life in Him.
