I always like surprises..imagine when you least expect something, it just happened. It reflects how much the person wants you to be happy. Just this will make me feel so loved and below are some ideas I've yet to try but feel that its really romantic...
Beach
Bring her to the beach around sunset time.. walking barefoot on the soft sand hand-in-hand... telling her how much you like her and plans for the future. Then, surprise her with something like tent with wine and some food in it..
Drama Romance
Ask her to dress casual well and turn up at your place. If she asks where, keep her in suspense. Prepare a candlelight dinner. and make sure she sees you cooking ..she'll be so touched then. Oh ya, set romantic songs like "Fallen" by Lauren Wood..etc..
Extravagan spending,
Buy her a surprise overseas trip to somewhere romantic. Milan or venice!

I got few ideas for u:
1) Get flight tickets to some place near by so that u can go and come back in the evening in a return flight... (plan out on some weekend or when ever she is free and take her as a suprise.. u can take her to a beach or lovely place near by .. )
2) Gift her something which she really wanted to buy but just posponded it
3) if she can come down to ur house or room.. plan out a nice romantic dinner in ur room for her with light music and candles and good flowers for her.. and order for dinner or if u can cook, cook for her .. and ask her for a dance.. (this will me very romantic coz u have lots of privacy)..
4) Simple thing to do is go to her place where ever she is... don't inform her, just give her a suprise visit and give her flowers and say "I just came here to say.... I LUV U"...
5) U know ur gf more than anyone.. find out her intrests or hobbies or things she likes to do and do them for her

Take her to dinner, make her dinner, include a love note in her lunch, make her breakfast, pick a handful of wild flowers, massage her feet, draw her a bubble bath, send hed flowers at work(don't over do it and pick something with a mild fragrance), vacuum the house, wash the dishes, call her at work just to hear her voice, do something to make her day easier.
There are tons of little things to do that show your romantic side. Also do it without expecting to be "paid"(with sex), if you do it enough you'll see the benefits.

How about a nice romantic picnic? Pack some of her favorite foods...sandwiches, salads, fruit,etc... a nice bottle of wine, warm fuzzy blanket. Go ahead of time and scout out the place you take her to, a secluded spot in the park, somewhere near a lake(depending on your geography) and fly a kite. It's spontaneous and actually a lot of fun.

look what she loves to do or loves to wear.. any thing she wanted to get one day, but for a reason or another she couldn't get it and surprise her with it that you always thinking about her.. also you can invite her for a special dinner in romantic place(better in your place were no other person is a round) and tell her about your question here and all the ideas you received to make her happy.. and tell me what happened then..
