No. He'll think you are kinda crazy and obsessed with him. Just tell him that you have feelings for him, or something simpler like that. Do not use the word "mesmerized" or "love" to a guy unless you are totally comfortable with them and you know they won't freak.

All things being equal, a guy will be flattered that you like him. He will probably consider asking you out because he'll be pretty sure you'll say, "yes."
I wouldn't use the word, "mesmerized" when talking to him. It sounds obsessive and may scare him off.

Don't tell someone else that you are mesmerizes of a man, go up to he and tell him to his face. no one else needs to know you business but you and the guy that your mesmerizes by,. oh that is to late, you are here.

unless this is the sort of language he uses he might find it a bit strange to hear this - its very intimate and could be a bit shocking for him it also sounds a bit passive as though he is an object
maybe you could consider telling him you find him interesting / stimulating company / energizing

if he's into stuff like that, then yes... if he thinks of that as stalkerish, then don't. Just tell him that you like him. He'll probably take up on a date or something.
