I can only try to answer based on what I know about how the US/Canada works.. so if it at ALL applies, maybe it will make sense to you in the UK.. if not, I tried :)

When you emmigrate from another country, most countries allow things to be 'shipped to follow'. These are 'forms' that the Mover must fill out prior to moving. Kind of a list of declarations. It usually includes all the stuff you are bringing with your person AND the stuff you are marking as 'ship to follow'. If all this were done at the time of the move, on the original paperwork, then there is NO duty. If you decide you want something shipped later that you did not claim as a ship to follow item, then you are charged full duty. That can mean up to 25% of the value of the item. It sucks to do paperwork, but in the case of moving countries it PAYS To plan! Duty is HUGELY expensive, in comparison to taxes, of any other sort, that someone would be required to pay in daily life (taxes on smokes or alcohol are probably pretty close for many countries, but because they WANT it on paper, ahead of time.. they make you pay dearly for not doing so!).

Anyway, I suppose I'm being lazy by not researching it all for you, but since I just did all this not to long ago (for my BF to move from Canada into the USA, my research attention is tired and since he's not here yet, I just plain don't want to confuse myself. It IS a complicated question .. at least here it is and I guess I'm flat out to cheap to pay duty :) ) So, like me, my suggestion is you research this thoroughly yourself because it's not good to rely on other people's opinions, when it concerns your money/rules and even possibly citizenship standing in your new country!
