I have a few things for you to consider.
#1 How is your ex-boyfriend going to take it? you know him better than we do.
#2 How is your current boyfriend going to like it? again you know him better than we do. Personally I think you should ask him.
#3 How would you feel if your boyfriend was going to wish his ex-girlfriend a Happy Birthday? Be honest

If you've really forgotten him and love your actual boyfriend and that your ex is now your friend, then you can. There's nothing wrong in wishing him a happy birthday. You are not with him and you don't love him, so your actual boyfriend don't have to worry or be jealous about that birthday wish. You can wish him but don't be too close and open with him or maybe he'll start thinking about things. You can wish him by phone if you want, it would be better than be physically present.

You once shared a relationship with a gentlemen. You enjoyed each other's company, you exchanged ideas, thoughts and special moments.
In time you became friends, maybe even partners.
However, you decided against taking the relationship to another level. That does not make you enemies, you still remain friends, juar on a different level.
It will be logical for friends to exchange a casual greeting such as a birthday note. Others may view the action with suspicion, but the gesture of saying "happy birthday" in this instance is more of a courtesy than anything else.

A great way to get your ex back is https://tr.im/ywT8y
They might realize they need you and come crawling back!
If you do get back together, don't let the same issues that destroyed your relationship crop up again. Have a good, long talk about how you're both going to make it right this time.

If you are still friends a simple text message with Happy Birthday is fine.

Texting lets you control the tone and establish what kind of conversation you want to have. Learn here https://tr.im/4mL6h
This is probably the most important part. With texting, you can stop and think about what you want to say to your ex at each step of the way. Instead of reacting emotionally, you can take your time, figure out the right thing to say (I’ll give you most of it), and be strategic with your ex without saying something that you’ll regret.

Depends on the status of your relatonship if you see him completely only as a friend without any attraction tension then its okay. And its better if you let your new boyfriend know

If the wish is a true one, then why not. If however there is an ulterior motive then I would consider this quote before you act. "Do not do anything to somebody else that you wouldn't want done to yourself".

Just because he's your ex-boyfriend, it doesn't mean he's your sworn enemy. You should wish him a happy birthday to make him feel that he is stil your friend and he can lean on you anytime.... ;)
