I have liked my friend for a long time and she knows this. I asked her out almost a year ago and she said no and wanted to be friends. I asked her this 5 days after she got out a serious relationship. Since then we have hung out even more. We go to movies, have lunch, we even had a picnic in the park all alone. The thing is she never calls me to hang out I always have to do the work. We are going to dinner soon and I want to know whether I should kiss her or not and how I should go about doing it.

I think you should kind of back off,and maybe not call her for a few days. Just see if she wonders where you are. I don't think it's right that you have to do all the work. IF you decide you can't do that and you go out to dinner, then you may as well just go ahead and try. But it seems to me like if you're doing all the work, maybe the feelings aren't the same for her on her end. SO, you can either try it, and see how it goes, risk the relationship you do have when she tells you she doesn't feel the same, or you can try to test the waters by trying to make her admit something for you first before you risk everything. It's a tough decision, but I think it depends on your self control to either hold back or just rush forward.

Pick up the phone and call her. Ask her if she has feelings for you. STRAIGHT UP, not beating around the bush. If she shows no interest - MOVE ON! Don't wait fot the date. If you wait you will only be putting her through pressure that isn't really fair. Ask the question and accept the answer. You really don't want to trap her into saying something she doesn't feel do you? I think you may already have your answer but theirs no harm in asking the question as long as it's not a full court press type of situation. Give her the room to withdraw with dignaty and without imbarrassment so you and her can both keep it on a classy level.

You have passed the time to make your move a year ago when you continued to be her asexual boyfriend after she refused your advance. When you make a move on her at dinner and she politely refuses what will change? You'll still entertain her and spend money on her and still give her the attention she wants and she knows this. Why would she do anything that would mess that up but trying to date you? If she felt the same way about you that you do for her she'd be calling you to hang out wouldn't she?
Cancel dinner, stop calling. If you mean something to her she'll pursue you whe you're not there. If she does, make your move. If she doesn't spend your energy on someone who will return your feelings.

Doesn't sound like she's really into you to me. Don't read too much into the movies and those things. She probably just considers you a friend as she had told you a year ago. Take some happiness in the fact that you have a friend and don't get it confused. If she likes you, you wouldn't need a stranger's advice on how to proceed, you would have figured that out by now. She likely sees you as a nice guy/friend.

You need to ask her. Don't try to guess. No kiss unless she says she's ready for a relationship with you. If she says no, then get a real girlfriend and quit hanging around her. You can still be friends but that's all.
