Only if your parents tell you to chew with your mouth closed and you refuse to obey them. The disobeying would be a sin but not the chewing.

For others it is. It's just a matter of how people interpret what you're doing and who you're asking. If was me, I'd say that it's just bad manners. However, to an obsessive-compulsive, it's downright wrong.
