It has gone up with better diagnostic technology available to expectant mothers. Early diagnosis v's none at all or to late has to count for something.
With what they can find through blood tests, ultrasounds etc is amazing compared to even 10 years ago.

No. C-sections do NOT improve the rate of infant mortality. There are many risks involved in abdominal surgery, to both the mother and the infant.
