If you are talking about the census, it is everyone over 18 for political districting at that time, but for numbers in the census itself for representatives - It is EVERY citizen alive (since even kids will be voters eventually)

The census bureau sends out questionnaires to all known addresses or census bureau employees go door to door to get the count for population. And a census is held every ten years. On a questionnaire form it will have questions that ask how many children, adults, household income etc are at that address. It can take a few years to compile all of the data. So, as long as you live in somewhere in the U.S. eventually you will be counted no matter your age.
