An egg is an egg, no matter what color the shell is. Brown eggs can be used whenever and whereever you use white eggs. For example, you can make an omelet, which contains milk with white eggs, brown eggs, a mixture of different colored eggs, or even speckled eggs like quail eggs.

I've always made scrambled eggs with brown eggs with a little milk added to them.

To the best of my understanding, the biggest concern with any raw or insufficiently cooked egg is that it could contain the bacteria, salmonella.

If you mean adding an uncooked brown egg to a glass of milk and then drinking the mixture - that's not good. You could get salmonella poisoning. (I know they make some desserts and egg nogs with raw eggs. I don't know if they do anything with the raw eggs or not in order to eliminate bacteria. I just don't drink egg nog or eat mousse.)

Brown eggs are the only thing I use. I mix the egg whites with milk frequently for scrambled eggs, omelettes or french toast.
