Think of it like this...Your giving her the chance to meet you.
I'm sure your a great guy, but if you keep thinking negitively then thats a greater chance she will blow you off. Make her see it your way and just be your self.

Put out your hand and smile, or bow respectively depending where you are and the given culture there, and introduce yourself. You should have a basic 1 minute repetoire put together about yourself, what you're about at the best minimum, just as you should in networking for a job (only different information of course).
Also, just like when attending social functions/parties where there is a lot of mingling to be done, before attending you should be thinking of current events that you can make smalltalk about. 5 subjects that you can bring with you as conversation breakers is a good suggestion.

finding the right time and place to approach her is very important. try to make it seem as casual as you can so that she doesn't feel singled out (unless you get the feeling that she's interested in you). sometimes when a random guy approaches a girl, the girl might think that he's hitting on her. try not to introduce yourself by giving her your name first. just strike up a conversation about something and then give her your name like five or ten minutes into the conversation. (unless you're at a party. then it's more natural to just introduce yourself with your name)
i'm a girl and usually what turns me off when guys approach me is when the guy sounds really nervous. or when the guy walks around me, checking me out, for like five minutes before he actually approaches me. girls are really good at picking up things.
as for the girl being uninterested, usually its either because she's shy and doesn't know what to say, or she really is uninterested. if you think she really is uninterested then that's her problem, nothing you can do.

Give her a hard time.
Women love to be teased and given sh*t. Make them laugh when you bag on her shoes. Be confident. The best advice I ever got was " the only one embarrassed is you, no one else even cares".
So, go with some gusto, have fun, and try!

Be Comfortable yourself First... Listen We project what we are onto others.. If you are anxious and nervous.. You'll project that.. and women being the sensitive(to feelings) creature they are.. they'll catch those feelings fasters than anyone... and get nervous too...
Think what you'll do if you are feeling nervous because of someone you don't know.. YOu'll kick his stupid a$s.. isn't it?
So the simple advice is... Be comfortable with yourself.

Show confidence and keep it short and sweet.
Some of the bratty girls will get extremly defensive as you described just because you say "hi". I think they immediatly assume you are trying to pick them up or fu(k them right there on the spot. Don't let these girls discourage you, they get whats coming to them.

Just introduce yourself. Be courteous- and just be yourself. I know that sounds lame. But hey, if she isnt interested, consider it her problem. Easier said than done, I know.
