I must admit that I'm having trouble understanding what you are saying, it doesn't make a lot of sense.
I think you're on about the "factor of safety". Lets say a designer wants to build a bridge, he will find out the maximum load that the bridge will ever be likely to carry. Then say, using a factor of 5, he will design the bridge to withstand 5 times the maximum load. A "safe working load (swl)" ensures that the finished bridge will never be subjected to anything that will cause the structure to fail.
