cause the chocolate mixture of this "yummy tiny colorful chocs" is not easily dissolve on dry (not sweaty) hand, the chocolate coated candy stays molded on its original state. it will melt only if it mix with the moisture of your mouth plus your tongue have a tendency to start absorbing the taste.

That's not exactly true...if you hold them for a while, the candy coating starts to melt and your hands become multi-colored. But then, not too many people hold them for a while, they usually just pop 'em in their mouths.
