Hi there,
I speak five languages and from my own experience can suggest you to read as many books in English as possible (that helps enormously). Also listen to English songs, write down the lyrics, learn them, translate and memorize the unknown words - that's an amazing tool, trust me! You can do the same by reading some articles, etc about subjects that interest you. Find an English friend just to practice the spoken part of the language, go to Japanese chat rooms, explore the language in your daily life, try to think in English, look around yourself and constantly describe what you see, etc If you follow my advice, you'll notice a massive improvement within a couple of months. Take the dictionary and everyday learn a couple of new words. Once you use them in a sentence that day, you own them. I know someone who learned a new word from the dictionary a day and has quite an extensive vocabulary.
Reading helps vocabulary too, read a lot, this will help your grammar too. There are some good grammar books out there, check out the library.

Get one of the dummies books - and I don't mean this as an insult. English for Dummies, these books are great fun, but also makes learning fun. Also read read read, all kinds of books, whenever you find a word you are unfamiliar with, keep a small dictionary with you and look it up, then make a point, if it is an everyday kind of word - use it.

Keep paper and pencil with you at all times when reading and note unfamiliar words and the page numbers where you read them and look them up in a dictionary later.
Read Steinbeck, Hemingway and Woody Allen, too.

just use it and use it often. do not go back to speaking Korean when you are in the company of other koreans, speak english and speak it a lot.
grammar and sentence structure is very hard because in english we do things very different, just work on the verbal language first, the grammar will follow as you see more people speaking it.

Read books, newspapers and anything that you can get your hands on.
Alss, look up one or two words each day in the dictionary and make sure that you use each word several times over the course of the day so that it gets locked into memory.

Read a lot of books, talk as much as possible and listen to music with English lyrics and try to understand them, I think it will help you : )
