You are a bad guy if you are staring at a girl. Staring on her breasts or buttocks is offensive and they are donts for a good guy like you.
But if a girl is staring at you, smile back and shame her.

Never ever look at a woman's breast but ext.. It makes them think that you only care about looks. Look them in there eyes and no where else. It drives them insane, they'll think that your into her and not the looks.
