It is good of you to want to help your friend. Here are some tips for your friend to try:
1. Eat three nutritious meals and three snacks everyday. Cut out junk food. You probably need about 1500 to 1800 calories a day.
2. Drink lots of water - at least 8 big glasses a day. Stop drinking soda.
3. Begin a simple weight lifting program at home or go to a gym if that is possible for you. Ordinary household items (tins of soup, for example) can serve as weights for beginners. Invest in a sensible weight training book. Any large book store will have several.
4. Buy yourself a pedometer and aim for 10,000 steps a day.
5. Record everything you eat and all your exercise to make sure you have a "calorie deficit". Two of the sites I've included will help you do that.
6. Park at the back of the parking lot instead of close to the door. Always use stairs - never the elevator or escalator.
7. A mini stepper is an easy piece of equipment to have at home and gives great results. I bought mine at a second hand store for $4.

the general rule is that you have to eat less calories than you burn. so it's best to have a good exercise regime (yes you have to move to lose) at least 3 times a week, 30 mins each. it does not have to be high intensity excercise. brisk walking is fine.
a friend of mine managed to lose 30lbs by just completely cutting off carbs from his diet. no more bread, biscuits, starch based food. and make sure to have loads of water.
minor things like walking slightly furthur than you normally would also adds to the effect, because you are pushing your body to do something it's not used to, thus making it work harder at the moment. thus...burn more calories.
also refrain from eating after 7pm / at least 4 hours before sleeping. this allows the body to burn the enrgy from the last foods consumed. remember, unburned energy is stored as fat. so keep dinner time as the smallest meal.
hope it helps. it's hard at first and you will start to feel the hunger pangs. but plow through it and it will pay off within the 1st month.

I am just wondering what is so desperately important that this must be done by February? Don't put too much pressure on yourself (himself) to meet certain dates. Look at your general rate of progress, and how you feel. Picking a certain day to weigh a certain amount can lead to disappointment and frustration. He might lose 30 lbs and then spend all of Feb beating himself up about it instead of congratulating himself!
Research some nutritional websites. Don't get on a crash diet - you'll end up weighing more.

Maybe he has his way to do it on his own and if he doesn't want to talk about it, leave him alone.
At least he set his goal and the willingness to do it is a big thing.
If he is open for suggestions then time for you to scout.
