who moves the antibalance tab, the pilot or the surface

Balance tabs and anit-balance (anti-servo) tabs are moved by linkages in the control surfaces.

The tabs will always move in reaction to the movement of the control surface, the balance tab trailing edge moving in the opposite direction and the antibalance tab trailing edge moving in the same direction as the control surface trailing edge.

However most balance and antibalance tabs function as trim tabs as well, so the pilot does control the trim function directly, but the balnce/antibalance is still controlled by the position of the flight control.

I dont know if you are reffering to trim tabs (which move oppositely to the control surface they are mounted on to do their job).

pilot input controls the tabs.
