this has been defined on a presidential level. it depends on the true meaning of "is", how well you can lie to the press and the country, and a variety of other silly things.
for the rest of us non-presidential types, i think there is a simple test: what would you think if your spouse was doing that behavior with another? if you say okay, then it's probably safe. if you so no way, then it probably defines cheating.

My definition of cheating is doing something with another person that you would not want your spouse to know about. This could be anything; correspondence, phone or cyber sex, extreme flirting, a date, kissing, or actual intercourse. Chances are, if it is something that you would not want your spouse to know about, something you hide from them, then it is cheating. If you are giving of yourself (emotionally, physically, financially) to someone who is not your spouse, it is cheating.Put yourself in your spouse's shoes for a moment, what would you consider cheating behavior from them?
It has been my experience that cheating never turns out well for anyone. I have experienced it from both directions. It isn't even good when you actually get away with it.

Anything you wouldn't want your spouse seeing you do w/ another person would be included in cheating.

In general terms cheating on your wife means you have had a sexual encounter with someone other than your wife. But I suppose any vow given at the time of marriage and then broken can be considered cheating.

To me it is an intimate relationship with another, physical and sometimes even a without getting physical it can seem like cheating.

it means what it says if you get with some one else while in a relationship no matter if its same sex or not its cheating! and it dose not mean you have to have sex with them either! if a person starts holding hands and getting touchy and kissing another person other than the person there supposed to be with then its still cheating!

physical engaging in improper behavior with someone other than your spouse.........Some church's believe that fantasizing is cheating. Either way, if u are doing much of either, u need to re-evaluate your relationship...

Having sexual experiences of any kind with someone else. Sharing your intermost feelings with someone else on a regular basis. Looking at porn all the time. In other words just use common sense.

And stop trying to see how much you can get away with!
