The cylinder has limited speed thus limited kinetic energy

The cylinder is imitated by the factor that it can only spin on one axis, the sphere is free of all limitations therefore can be faster.

under some extreme circumstances, they are almost the same (when the cylinder is faced perfectly down a inclination)

Hi. I'll tell you the difference. Think of water towers. The ones that are round and tall, that's a cylinder. The other type that sorta resembles a giant golf ball on a tee, that's a sphere. Hope that helps.

a cylinder is vertical where sphere is more like a ball. I think that the sphere would have more rotational kinetic engery.
