You can find a criminal history for a specific county by going to the county clerks website. That is public knowledge and is free.

The question is listed under genealogy, so I assume you aren't talking about someone's police record. Contact the local Mormons. They keep detailed records on all that stuff and they're very helpful, and it's free unless maybe they charge you a nickel to print something.
