turn your number lock on and and press alt and 3 for a hart thier are other symbols thier to ☺1 ☻2 ♥ 3 ♦ 4 ♣ 5 ♠ 6 • 7 ◘ 8 ○ 9

You can get alot of symbols from character map in windows.
Start|Programs|Accessories|System Tools|Character Map

You can then copy and paste them into whatever you're working on.

I think it's an ALT+ code (there's a chart on mindlessinvalid.com). Unless you mean this <3, that's just a "greater than" sign followed by a three.
