Can you get NHTSA certification for a motorcycle that came w/o it?

I have a 2005 Exel 200cc dual sport bike. It has all the lights speedo etc. I need to find out if I can somehow get a NHTSA certification sticker for it to make it street legal. Anybody got any info? I live in Ga.

It's not NHTSA, but DOT and EPA. It has to be certified by the manufacturer as "substantially similar" to a model that's already certified by the DOT.
