How to tell if he likes you -- he seems to want to spend time with you, looks into your eyes when you talk, listens to what you say, stands and sits closer than people usually do when chatting. There are "flirting" and "body language" web sites that show you what body language looks like when people are flirting.
What to do -- this depends on how you feel about him. Do you just want to keep him as a friend, or are you interested in more? If you don't know the answer to that, then you need to get to know him better, and the best way to do that is to talk, and listen, and do things together as friends.

Yes, it is a hard question! You are aware that he is looking at you. Good - that's a start, but unfortunately - it is impossible to read his mind; to find out what is in his thoughts. I think the only way to bring it forward is to find out directly; but there's the rub: no one likes to, because it might involve rejection. So, what about you set up a group date, to go to the movies or something; and ensure that he is in the group that is invited. If he wants to get closer he will do something about it or drop some more hints perhaps; good luck; hope this works out well for you!!

I remember being your age. The biggest problem is actually telling people what you really feel. TELL HIM you are interested. If he likes you he'll say it if not, forget it.
Most guys really like a girl that is direct and up front. Actually, most people like other people that don't mess around and get directly to the point.
Just be openly honest.
If he doesn't want to go out with you, there are lots of other guys (trust me...there are lots of opportunities!). Just move on.
