The answer is depending on what you want to do with them.

I have eaten them as snacks - very good resource for calcium, iron etc. But be careful eating too much, as they are also very high in sodium.

Of course they can be used for a lot of dishes, making soup base, salad etc.

You must had bought them for a reason right? If you had them somewhere and want to try recreate the dish. Maybe you can describe the dish, and I could try to help you figure out an recipe.

But if you are just asking whether cooking is necessary before consuming them, the answer is "No". They are good whether cooked or as the way they are.

Anchovies are cured in a brine solution. There is no need for further cooking.

usually it is soaked and then cooked in with something else, like rice.
