Personally, I'd do it by sending notes, but maybe tell that person to meet you somewhere and give her a nice little gift. Every other week keep sending her presents until she likes you back, and asks you out. I'm not a guy myself, but I know what Girls like trust me.

talk to her alot, show her that your interested, then go out for a movie. it aint brain surgery man, just play it cool and reel her in.
