Exercise alone probably won't be enough. The consensus among fitness experts is starting to reflect the attitude that "Abs are made mostly in the kitchen". So step one is eliminating the sugars, starches and bad carbs. There are tons of books to help with this. The trick is finding foods that you like that aren't too bad for you, and concentrating on foods like that.
Execrise that moves your body, gets your blood pumping and your breathing heavy is the best kind of exercise, and what you want to concentrate on. Running, Biking, Jumping Jacks, etc. You should try to to those 3-4 days a week. On off days, maybe some ab crunches, and standing sidebends. Some people have great success with lovehandles by doing those sidebends with, and without a dumbell as resistance.
But your first big battle is restructuring your diet, and that takes a bit of studying.
If you don't see minor results within a month, you know there's something else about your routine you must improve. Generally, you'll see results fairly soon, which will feel very encouraging. Good Luck.

You cant target the fat you loose. Your fat is a storage of excess calories in the body. If you want to trim up the best recipee is to increase activity, while decreasing overall intake and aiming for a ballenced diet. Doing excersizes that target your abs and obliques will sculpt the fat and and can help you cary the weight in a different way but it wont take the fat away from that region. The method that works best for me is to eat more, smaller meals, with less simple carbs. Increase the overall activity level more movement means more burnt calories. I try not to eat late, or try to minimize hunger by drinking water before meals, or something that can increase the metabolic rate, like coffiee or an energy drink. If you are really out of shape I would recomend starting with walking regularly and slowely increase your speed. If you have access to a tredmill with an incline slowly increase the incline on it, speed is not necessarily the best thing. Faster is not necessarily better at taking off the weight. Swimming is one of the most trimming excersizes around. Just find something you can sustain, anythng that you cant stand doing is not going to be a reasonable alturnative.
