I have a round face, and layered black hair with an over grown fringe which i push to the side now. I'm sick of my hairstyle and really want something new so that I can look 'young' as I feel my current hairstyle makes me look old. What kind of eye make up would make my face younger? I've been told I look about 28!

Easy! keep the layers, but get short layers and get your hair cut comming to your face, above the sholder, also, earth tone eye colors are great.

i have a round face too!!
i think hair to about a little bit higher than ur mid back.. but cut it in layers of 180 degrees [[tell the stylist that]] and u can flip it out... curl it or anything...
and for the make up its all in the eyes that make people assume your age...if u have like a sag line thing under your eyes then use like a concealer to fix that and a coat of mascara and eyeliner should do the trick

-pull your hair back like you're gonna put it in a pony-tail but instead of putting it in pony-tail twist it and put it up against your hair and put a big clip over it.
-for your eye make- up maybe mix a light pink and light purple and puta little on your eye lid and a little above it
that might help!
