Canon Powershot 530 http://www.amazon.com/Canon-PowerShot-Digital-Camera-Optical/dp/B000EMU888 is a nice camera (about $199--when not on sale).
Canon Powershot 520 is cheaper, but harder to find because they are going out of production.
I have the 520 and it takes beautiful pictures. It has an auto mode for beginner users and then plenty of features you can use as you gain more knowledge on how to use it. You can even change the lens.

You need to give more specifics, what price range, what sizing options are you looking for, what features..
If I were to generalize I'd say that a good camera for a beginning digital camera user would probalby be the Canon A620, its got 7.1 megapixels, a ton of other features, and offers Canon's relatively simple user interface. You can get it on ebay for a lot cheaper than a camera store, heres Cnet's review which gave it a 7.4 out of 10, which isn't bad.

I depends on what features you want. I have the Canon S2IS camera. Takes nice professional quality photos and has a movie feature but also has a point and shoot automatic setting. It works for me but isn't necessarily what you might be looking for.
