Don't know of any as relates to "Religion & Spirituality" though it is quite possible that some obscure group might have a meaning worked out or assigned to it.
Some telephone systems use it.
e.g.: 311 is New York City's phone number for government information and non-emergency services.
Also it seems other cities us it, also, for their "Answer Center" number.
e.g. Miami-Dade County - 311- Answer Center - Your direct line to local government services.
