Unfortunately, you cannot spot reduce or target a specific area of your body for fat reduction (e.g., you can't do abdominal exercises and expect to burn fat on your abdomen). It would be nice if you could get on the elliptical machine and say, "OK, today, burn fat from my thighs," or, "OK, sit-ups, get rid of my love handles," but that's not how it works. Resistance exercises will tone the muscle under the excess fat, and they can even help tighten you up enough to lose a pant size (without losing any weight), but it will not reduce the fat.
The best approach is any regular aerobic exercise three to five times per week for 25-40 minutes, resistance exercise two to three times per week, and careful attention to your caloric and fat intake. You didn't say how often you lift or do the treadmill, but if you do it regularly and consistently, then the best approach to reduce your excess fat is probably going to be reducing your fat and calorie intake.
Two exercise suggestions you could try are:
1. Interval training on the treadmill. The idea is to vary the workout so that after five minutes of walking or jogging at your normal pace, you increase the pace for 1-2 minutes, then slow back down to your normal pace, and continue with that pattern for the entire workout.
2. Increase the duration on the treadmill to 30-40 minutes and see if that helps.

Sorry no easy way around it, aerobic exercise and eating right is the only long term solution to your love handles. Fast cycling and/or cross training with running a few times a week, building speed and distance up slowly to avoid strains is a good way to go. Or try another aerobic sport you think you may enjoy.

It won't kill you but it will be work. You'll need to do some kind of cardio to get rid of the love handles, as these are fat and the only way to get them off is to move and sweat them off, bummer huh! lol Cardio is swimming, dancing, aerobics, stationary bikes, treadmill, elliptical, rowing machines, kickboxing, tae bo, etc. All things that make you move and work. You will want to do at least 30 minutes as your body starts burning fat after 20 minutes. Alrite I'll bet you're ready to go aren't ya! lol
