It's perfectly safe AFTER one year of age. The issue as it was explained to us: some honey can contain botulism spores, and while older children and adults have sufficient stomach acid to neutralize the spores before they can cause damage, infants under age 1 do not.
Likewise, infants under age 1 should not have citrus or strawberries, in this case due to the acidity of the food, not to any concern about botulism.
I can still remember how my oldest looked, at age one year and three or four days, the first time I gave her an orange slice... her face showed that it was the most delicious thing she'd ever had, and after she took a bite, she looked at me accusingly as if to say, "Why have you never given me this wonderful treasure before now?"
She loved oranges so much that one day she snatched the lemon slice off my iced tea and took a bite. She shuddered, shook her head, winced, looked at the lemon... and took another bite.
