Exercise your whole body and eat a healthy (non-fast-food) diet.

Combine the eating healthy with a consistent workout schedule. Since you're looking primarily for weightloss, focus on high calorie burning exercises. However, I'd also recommend core strengthening exercises to build your central trunk. This way as the fat is burned away you will see the toned muscle below.
Note that there is no way to target where weight loss occurs. Instead take several measurements across your body (upper arm, thigh, waist, chest, and hips) . Then look at these measurements throughout your progression to note your gains. Also, it will remove the focus of staring ar your stomach all the time.

You can't "spot reduce." Eating healthy and exercising will work, eventually. You just have to keep at it. You will loose wieght last in the areas where you easily gain weight...like your butt, theighs, and belly...of course, doing abdominal exercises will always help you get to that point.

Cut out sugar and refined carbs, and increase your protein intake. Drink lots of water too, and make sure you get moderate exercise every day. Lower-intensity exercises like brisk walking keep you in the "fat burning zone," while higher intensity exercises are better for increasing your cardio capacity.
