As long as the temperature of the meat reaches 145 and over..the bacteria are killed. I cook frozen meat all time. Just make sure she doesnt leave it out to thaw too long. The bacteria can cause food-born illnesses and food poisoning.

I've always heard you should defrost meat thoroughly before cooking and I think the main reason probably is because some of it won't cook all the way. I can't find anything on google about it but I always defrost either in the refrigerator or in cool water. Never use warm water or the heat from outside or defrost setting in the microwave because it uses heat as well. Meat can start to deteriorate if thawed improperly and cause bacteria to grow. GROSS!

If you ever feel queasy after eating it's because of how she's cooking it.

I don't eat anything that I didn't cook

If you are in a mad hurry, this can work fine for ground beef. You need to keep scraping off the meat as it browns, however, so it won't burn and you can get to the frozen part faster as it thaws while it cooks. I've never done it with any other meats, and I don't think it would be successful. If you are concerned about health, there is nothing to fear here.

it is better to be thawed first, it is less likely to have anything harmful in it once cooked if it has completely thawed, however, so long as it is cooked thoroughly it shouldn't be a problem.
If we are talking about thin meats like sandwich steaks (about the same thickness as bacon) then that shouldn't be a problem - the thicker the meat is the more likely it is that the centre wont be 100% cooked if it has been cooked from frozen.
