I would recommend an hour. You really don't need to adjust time. Just weight or intensity. Try to use these factors and principles:

Frequency: How often you do it.
Intensity: How hard you do it.
Time: How long you do it. (Not overall, per muscle group)
Type: What kind you do.

Progression: Building on current fitness level.
Regularity: How often you work the muscle group.
Overload: Taking the muscles to failure.
Variety: Kinds of exercises you do.
Recovery: How much time you give your muscles to recover.
Balance: Working the groups with the same amount of intensity.
Specificity: Working a certain muscle group(s) per day.

All should be part of your workout routine. Time is only a small piece of the pie.

I would say it depends on your current physical condition. If you are really out of shape, by 20 minutes you may feel ready to fall down and die. Then 10 minutes maybe a better choice.

Are you an active person or a couch potato? Are you 15 or 50?

It is better to start at 10 minutes every day for a week and then add 5 minutes to your work out every week, then start at an hour and stop after 2 weeks because you are so miserable.

Do what feels good for you and remember the goal is to increase it, you only have to do a little bit better then you did in the past, you do not have to compete with other people.

Actually first time out you should walk only 15 minutes at a fairly slow speed.

Each day add 5 minutes more until you are walking 30 minutes.

Once you hit 30 minutes then you can start to walk faster.

Increase your speed and work up to 45 minutes per day. For someone new it's best to break this down to 3, 15 walks per day if you can fit it itno your schedule.

By breaking up your walks you will keep your metabolism up longer during the day and will see some decent weightloss if you are also dieting.

Never try to push yourself too far or too fast in the beginning. And if you plan to power walk you should get a full check up by your doctor.

I would say that for a first timer they should
only work out for 20 minutes a day for at
least 1 week every other day then slowly
increase the time up to one hour.

start slow. make sure you stretch and warm up. increase intensity as your body gets used to it. Normally 30 minutes is ideal. a mix of cardio and stretching is ideal.
