The actual quote was "Military - Industrial Complex". It is very real. The first I can recall hearing about was as a college freshman in ROTC.
Basically, a lot of industry in the USA is dependent on military spending to stay in business. Why is it a problem? There is no demand for warships and fighter aircraft in peacetime. For a very good example, look at Halliburton / KBR in Iraq.
How much of American industry would be hurt if there was suddenly no demand for weapons? Raytheon, Litton, Lockheed - Martin and Boeing would all be in trouble.
Then look at Long Beach, California. The local economy took a big hit when the Naval Shipyard closed a few years ago, and now Boeing is getting ready to cease production of the C-17 transport plane, built mostly in Long Beach. What will take its place?

President Dwight D. Eisenhower said to the effect that the U.S should never let industrial interests get ahead of the government e.g haliburton - that if companies intertwine with government then there will be great danger to the good of the government and the nation. That is what has happened in the post 911 era

It is just a rhetorical phrase that was used to express the whole of the armed forces, as a conglomerate war machine. Sounds good, doesn't it! Some speech writers deserve to be presidents much more than presidents do.
