The meaning has to do with a government (namely England) taxing the people (the colonists) without any representative of the people within the government. An example would be if the people of Texas was forced to pay taxes to the federal government but wasn't allowed to participate in the government by having Senators, Representatives, Justices, or even vote in the Presidential election. By concept the elected representatives assist in the process of how much to tax and how to best use the taxes to help the people. A Government by and for the people.

If the govt is going to impose rules, specifically if it is going to take your money way, then you should have some say in those rules and takings. And since most govts work on a representative model, it meant someone who had your best interests at heart being involved in the decision-making process.
The problem with the colonial model is that the colonies had no say in the decisions being made back in England. So, they were subject to taxes and other impositions, but without their interests being represented to/by those who make the rules.

DUDE! if you dont know that it is a shame! :) it means that the people dont want you to TAX them if they wont HAVE SOMEONE TO REPRESENT THEM. Such as the value of taxes, dates of taxes, etc. That is why we have representives and all the other federal government people.
