awwwww he is totally adorable!!! he is a puppy and it is natural for him to play and/or express himself with nipping and biting.. lightly tapping him on the nose with a firm NO is good, you're on the right track with that.. try adding this to the discipline.. pull away your hand, fingers, foot, toes, or whatever it is he is chewing on with the firm NO and give him a chew toy or chew stick.. it won't be long he will learn that it's ok to chew on toys but not on fingers.. good luck!

Never hit your dog EVER!
Pick the dog up and put him in issolation in another room. Or you leave the room when he misbehaves. He will get the idea that when I miss behave my human goes away and I am alone. He will learn to behave in time. Dogs are pack animals and do not like to be shunned from the pack. When he is being good reward him by loving on him and playing with him if he bites or tugs leave the room again and come back a few mins later. Do this ever time he misbehaves. I highly recommend you get a book by Pual Owens "The Dog Whisperer" here is link to his products. http://www.raisewithpraise.com/html/homepage.html

Aww he's a cutie! Anyway, when he tugs I would tap him lightly on the butt (a dog's nose is very sensitive), say NO firmly, and walk away and ignore him.
He should get the message. He is probably looking for attention so if you ignore him he should stop.
Good luck!

Thats what choke chains are made for. Properly used they will not harm the animal.
