Not much sympathy here....
1) The child, if born in Canada, is entitled to the best medical care Canada has to offer, which is considerable.
2) Unless your friend's husband is a cardiologist there is little or nothing he can do for the child. In fact, his return might well jeopardize the child's welfare.
3) I would give very long odds that when he was deported, he was told what for, and what, if anything he could do to return, and when. Your friend was told, too, unless she is hiding from authorities.
4) Your friend may WANT this man around, but she certainly does not NEED him. However, she may need psychological counseling to convince her of this. In Canada, that, too is paid for by the state.
5) You make no mention of the crime(s) the man committed to receive a judgment of deportation. For some crimes, there is no possibility of legal return, nor should there be. Whether intended or not, your friend is a victim of his crime(s)

My first question is, why was he "removed" in the first place?? Usually you need to meet a few requirements to 'visit' Canada, if you are from outside the country, such as getting a passport. A passport in the U.S. takes a little while to obtain, I have no clue about Canada. Immigration Lawyer. He should try to re-enter the country under legitimate terms, unless he is an idiot and he was doing something that he wasnt suppose to be doing...

She needs an Immigration Attorney. I'm no expert but maybe for humanitarian/family unification reasons, they might be able to get him back. Good luck!
