Yes, it's legal. Schools know the law, and they're very good at making sure it's on their side. Try home schooling.

Yes..your sister is not her legal guardian and she needs to go to the school district in which you reside, not your sister. People try to move students into "better" districts by having them stay with an "aunt" or "grandparent". The schools need to only take in the children from the district where the parents pay the taxes for that school. Many public schools will take in a student from out of district if you pay a tuition.

No I don't think so. A school can't refuse a kid! That's just them down a path of Nowhere! Maybe try another school. If your kid lives in Akron Ohio(Copley, Barberton, Revere, etc.) try putting her in Copley High School Grades 9-12, or Copley Fairlawn Middle School Grades 5-8!

You bet they can exclude her, if she's disruptive to others why should they bother to accommodate her at the expense of others that want to learn? Why would you be so arrogant as to try to force her on them?
Repeat this to your self 100 times "No one owes me anything" and make sure to teach that to your daughter too. Your life will be so much easier once you realize this.

yeah its legal. Schools are allowed to kick students out of school if they've had a lot of unexcused absenses like nonmedical reasons

yes. for instance if you're moving to another district in the same city, they could make you stay at the same school and deny your transfer. i'm going thru that now. so i dropped out and i'm going to the tech.

Totally legal. Your daughter is a blemish on society, and they are smart to refuse her.
