Neanderthals had bigger brains than Homo Sapiens. There is evidence they used tools, practiced hunting and also practiced ritual burials for their dead. It is not clear why they died out as a species but it is possible they were smarter than their Homo Sapiens succesor, but of course we have very scant evidence for this thousands of years afterwards.
